TITLE I
ON THE JOURNAL AND RELATED ISSUES
Approved by the Editorial Board of the Online Brazilian Journal of Nursing as of 06/28/2022 and by the Unit Collegiate of the Aurora de Afonso Costa Nursing School at the Fluminense Federal University of 07/05/2022.
Published in the Service Bulletin No. 139 dated 07/27/2022.
Art. 1 - The Online Brazilian Journal of Nursing, called OBJN, belonging to the Aurora de Afonso Costa Nursing School at the Fluminense Federal University (Escola de Enfermagem Aurora de Afonso Costa/Universidade Federal Fluminense, EEAAC/UFF), is an online scientific journal created in 2002. It is linked to the EEAAC/UFF Unit Management and is governed by this Rule of Procedures.
Sole paragraph - Despite the fact that it is an online journal, OBJN is currently physically located in the UFF premises: Rua Dr. Celestino, nº 74, Centro, Niterói (RJ), Brazil, Zip Code 24020-091.
Art. 2 - OBJN mission is to contribute to scientific advancement of excellence, defending editorial freedom and global integration of knowledge between institutions, researchers and professionals in the fields of Nursing, health and related sciences.
Art. 3 - OBJN has as its vision to be present as an electronic Nursing journal in Latin America from its recognition by the best international indexing bases and inalienable defense of excellence, agility and ethical precepts in health publications and related sciences.
Art. 4 - OBJN aims at providing knowledge exchange between institutions, Brazilian and international researchers and professionals in the health area and related sciences.
TITLE II
ON ACCESS
Art. 5 - OBJN uses the Creative Commons - Attribution - CC-BY license and is open access.
TITLE III
ON PRODUCTION AND EVALUATION
Art. 6 - OBJN is produced in English, in addition to the original language of submission (Portuguese or Spanish) and adopts in all published articles the HyperText Markup Language (HTML), Portable Document Format (PDF) and Electronic Publication (EPUB) formats.
- 1 - Submissions made by Brazilians or Lusophone authors in English and Spanish are mandatorily reviewed externally by native speakers who do not know the Portuguese language (native translation), through counter-presentation, by the authors, of an invoice issued by a legal entity that performed such service.
- 2 - New publication formats may be used, following the Editor in Chief's proposal.
Art. 7 - OBJN uses the main technologies for information retrieval, indexing and anti-plagiarism, and assigns a Digital Object Identifier (DOI) to all publications, following good practices in scientific publishing.
Art. 8 - OBJN follows the rolling pass publication system.
Art. 9 - OBJN follows the recommendations of the Code of Conduct and Best Practice Guidelines for Journal Editors, Committee on Publication Ethics (COPE), and the National Research Ethics Commission (Comissão Nacional de Ética em Pesquisa, CONEP) for evaluation and production of articles.
Sole paragraph – OBJN adopts successive and eliminatory evaluation checklists at three levels: (a) pre-analysis (administrative, overview and standardization); (b) method checklist (Equator network guides - https://www.equator-network.org/); and (c) peer review.
TITLE IV
ON THE ORGANIZATIONAL STRUCTURE
Art. 10 - The OBJN Editorial Team consists of: Executive Editor; Editor in Chief; Deputy Editor; Associate Editors; Editorial Board; Advisory Board; Scientific Commission (Section Editors); Junior Editors; Technical Team; and Evaluators.
- I. Distribution between internal and external EEAAC/UFF editors will follow the current editorial policy.
- 1 - The Director or Deputy Director of the Unit is OBJN Executive Editor. He/She is responsible for administrative decisions, together with the Editor in Chief, regarding the production of OBJN.
- 2 - The Editor in Chief and the Deputy Editor are positions of trust of the Executive Director of the Unit/Editor, appointed and endorsed by the editorial board and collegiate unit.
- They may receive scholarships according to the extension program linked to UFF's Project Management System.
- The Editor in Chief guarantees harmony in the performance of OBJN activities and is responsible for administrative, technical and scientific decisions, and must have autonomy to define the editorial content of the journal, taking into account ethical principles and good practices of scientific publishing. The Editor in Chief's duties are as follows:
- To Coordinate the Online Brazilian Journal of Nursing Project, regularly registered in SigProj (http://sigproj1.mec.gov.br/index.php), UFF Planning Dean's Office, UFF Extension Dean's Office, UFF Attorney General and other projects not contemplated in CUV Resolution No. 155/2008. These must be approved annually by the editorial board and collegiate unit;
- Jointly prepare with the Deputy Editor the Annual Work Plan;
- Ratify the indication of the Deputy Editor appointed by the Editorial Board and Executive Editor;
- Define the editorial policy;
- Comply with and enforce this Rule of Procedures;
- Indicate Associate Editors, Editorial Board, Advisory Board Section Editors, Junior Editors, Evaluators and Technical Team in accordance with the editorial policy;
- Guide and supervise the Technical Team's work;
- Convene meetings of the Technical Team in weekly ordinary sessions and, extraordinarily, according to the need for service;
- Coordinate the publishing process from start to finish;
- Mediate communication between authors, section editors and evaluators;
- Perform a pre-analysis and final analysis (prior to publication), together with the Deputy Editor, of the articles considering editorial policy, good practices in scientific publishing and scientific rigor;
- Perform, if necessary, the activities of Section Editor and Evaluator;
- Decide on the approval and rejection of submitted material, based on the recommendation of the Section Editor;
- Represent OBJN externally or appoint a representative of the editorial team;
- Convene meetings of the Editorial Board and Scientific Commission in monthly ordinary sessions and, extraordinarily, according to the need for service;
- 3 - The Deputy Editor is the assistant to the Editor in Chief and is responsible for administrative and editorial duties, answering for the journal in the absence of the Editor in Chief. These are the duties of the Deputy Editor:
I - Jointly prepare with the Editor in Chief the Annual Work Plan;
II - Support the Editor in Chief in compliance with the current procedures and editorial policy;
III - Replace the Editor in Chief in his/her impediments;
IV - Play the role of internal articulator of OBJN's interests with the different instances of the Unit;
V - Guide and supervise with the Editor in Chief the technical team's work;
VI - Perform, eventually, the activities of Section Editor and Evaluator;
VII - Perform with the Editor in Chief a pre-analysis and final analysis of the articles submitted to the OBJN journal;
VIII - Decide on the approval or rejection of submitted material, based on the recommendation of the Section Editor.
- 4 - The Associated Editors are concerned with the scientific attributions and survey of funding for OBJN. Associated editors should promote or expand the number of submissions in Nursing subspecialties and related areas. In OBJN, the aforementioned editors are coordinators/vice-coordinators (or a professor appointed by them) of the stricto sensu graduate courses at EEAAC/UFF. The duties of the Associate Editors are as follows:
I - Jointly prepare with the Editor in Chief the Annual Work Plan;
II - Support the Editor in Chief and Deputy Editor in compliance with this rule of procedures and editorial policy;
III - Indicate to the Editor in Chief and Deputy Editor potential national and international ad-hoc reviewers and evaluators based on quality criteria defined by the editorial policy;
IV - Monitor the opening of Promotional Notices that contemplate this Scientific Journal;
V - Prepare and submit with the Editor in Chief diverse projects for Development Notices that contemplate this Scientific Journal;
VI - Provide with the collegiates of EEAAC graduate programs the possibility for promotion for OBJN;
VII - Articulate projects of interest to OBJN with UFF internal and external bodies;
VIII - Perform, eventually, the activities of Section Editor and Evaluator, according to the service needs;
IX - Externally represent the Editor in Chief or Deputy Editor in their impediments;
X - Increase the number of submissions in Nursing subspecialties and related areas;
XI - Attend the meetings convened by the Editor in Chief, when justifications for absence are appropriate.
- 5 - The Editorial Board consists of UFF researchers with academic production performance, external notoriety and willingness to perform the duties in line with this rule of procedures and editorial policy. They are responsible for functions related to the elaboration of guidelines, establishing OBJN's editorial political-philosophical profile.
- The Executive Editor, Editor in Chief, Deputy Editor and Associate Editors must comprise the Editorial Board.
- The editorial board's duties include:
- Discussing, drafting and approving OBJN rules;
- Discussing and approving the rules for selection of the Editor in Chief and Deputy Editor by the Executive Editor;
- Discussing, amending (if applicable) and approving the rules for constitution of the Editorial Board;
- Suggesting general criteria for refusal and acceptance of the papers submitted;
- Discussing, amending (if applicable) and approving exchange and cooperation with other journals;
- Discussing (if applicable) and approving the policy regarding circulation and distribution of the journal;
- Discussing, amending (if applicable) and approving the journal's balance sheet, relative to the immediately preceding fiscal year;
- Discussing, amending (if applicable) and approving the journal's budget for the immediately subsequent fiscal year;
- Defining gratuity, collection or restriction for access to the online journal;
- Establishing mirroring of the journal's website on servers located in at least three states of the Federation;
- Ensuring attentive, scrupulous and permanent compliance with guidelines for the preservation of digital documents and objects disseminated through the journal, as recommended by national and international entities specialized in Information Science;
- Carrying out evaluations whenever requested, according to the demand of the journal;
- Assisting the editors in conduction of the journal's editorial policy;
- Writing editorials, by invitation;
- Recommending possible advisory board members;
- Attending the meetings convened by the Editor in Chief, when justifications for absence are appropriate.
- 6 - The Advisory Board consists of professors external to UFF, whether nationally or internationally, with publicly recognized experience in scientific publishing and research in Nursing and Health. The Advisory Board's duties are as follows:
I - Defend OBJN interests in all representation scenarios where they act;
II - Stimulate co-authorship among national and international authors with a view to publication in OBJN;
III - Submit articles to OBJN individually, as authors.
- 7 – The Scientific Commission of OBJN consists of Section Editors and includes active researchers with recognized experience in a given knowledge area/specific scientific methodologies in Nursing and related areas, who will be responsible for the direction of the scientific preparation process of the designated section.
- The number of members should be between 20% and 35% of the expectation regarding annual submissions, with a minimum of two researchers per specialty.
- Composition of the Scientific Editorial Board should include researchers from institutions/states/countries representing the journal's publishing area.
III. Appointment and removal of members are the responsibility of the Editor in Chief.
- The duties of the Section Editors are as follows:
- Register potential evaluators based on quality criteria defined by the editorial policy;
- Develop niches of evaluators stratified by expertise;
- Retain evaluators based on quality criteria defined by editorial policy;
- Designate the evaluators for methodological analysis defined in the editorial policy;
- Issue a recommendation to the Editor in Chief and Deputy Editor regarding the decision to be made about each submission managed by him/her;
- Attend the meetings convened by the Editor in Chief, when justifications for absence are appropriate.
- 8 - Junior Editors are a group of undergraduate and graduate students selected to perform supervised activities with the OBJN editorial team.
- 9 - The OBJN Technical Team consists of a secretary, a librarian and a computer technician. The technical team's duties are as follows:
I – It is up to the secretary to receive and forward processes, letters and reports, prepare the agenda of meetings with the Editor in Chief and Deputy Editor, book a meeting room, write the minutes of meetings and serve the public;
II – It is up to the librarian to apply a pre-analysis checklist in the articles submitted to OBJN, as well as to apply an editing checklist (standardization) in the articles accepted for publication in OBJN, an anti-plagiarism tool before evaluation by the Section Editors and after acceptance of the article, in addition to making footnotes for PDF articles in articles accepted for publication in OBJN, teaching short courses on indexing and standardization for the EEAAC internal and external community, indexing edits and articles in the databases, providing assistance to the authors on standardization, and training and supervising the Junior Editors of Library Economics;
III – It is up to the computer technician to format and diagram the articles for publication, make and maintain OBJN website and social networks, develop and maintain computational tools, perform hardware support, perform the Wiki page feed, make the HTML, PDF and EPUB versions, perform OBJN image processing, provide support to the editorial system, teach short courses on computational tools for the EEAAC internal and external community, perform the marking for indexing in the necessary technology, and train and supervise the Junior Editors of Information Technology and Design.
- 10 - The evaluators are researchers in charge of reviewing scientific articles submitted for publication in OBJN and must have expertise in the topic.
TITLE V
ON THE COMPANIES QUALIFIED TO PROVIDING SERVICES
Art. 11 - The companies qualified to provide services to OBJN are governed in accordance with the "Term of reference for the formation of a database of service providers to the Online Brazilian Journal of Nursing" forwarded to the Attorney General's Office of UFF in accordance with the current legislation. Such as: translation; publishing; diagramming; indexing; anti-plagiarism verification tools; site development and maintenance; and design and marketing.
Art. 12 - All consumption and permanent materials or resource obtained by OBJN through donations, notices, assignments or any other modalities will be property of the Unit (EEAAC) and registered in the heritage of the University, in accordance with the current legislation.
TITLE VI
ON THE GENERAL PROVISIONS
Art. 13 - This Rule of Procedures will become effective from the date of its publication.
Art. 14 - This Rule can only be amended by a resolution approved by the Editorial Board.
Sole paragraph - The entire Editorial Team, as well as the UFF community may submit proposals for modifications of the Rule of Procedures, following the provisions of the caput.
Art. 15 - The cases omitted in such Rule of Procedures shall be resolved by the Editorial Board.
Art. 16- The Editorial Board and the Collegiate Unit shall be constituted in deliberative instances, and of approval of OBJN actions;
Art. 17 - After approval by the Editorial Board and the Unit Collegiate, this Rule of Procedures will be fully available for consultation at http://objn.uff.br/
Sole paragraph – This Rule of Procedures was approved in plenary at the Editorial Board Meeting of 08/26/2021 and of the Collegiate Unit, held on September 14th, 2021, through a meeting in Google Meet.
